CALL FOR TRAINER FOR THE TRAINING “DEALING WITH THE PAST – YOUTH AND THE COMMUNITY”
SUMMARY The aim of the project “YOUTH PEACE ADVOCATES IN EASTERN BOSNIA AND HERZEGOVINA”, funded by the EUROPEAN UNION, is to support peace processes in the target region of Eastern Bosnia and Herzegovina (municipalities of Srebrenica, Vlasenica and Bratunac) and wider, and promote tolerance and a culture of human rights within youth and communities. Through the rights-based and civil society strengthening approaches, the project will: (a) Strengthen organizational capacities of three youth organizations, active in the addressed communities, through consultancy, coaching and training in institutional development, human rights, peacebuilding and community development. (b) Rise awareness in human rights issues and perform different peacebuilding activities in three project locations. (c) Support community development efforts and peace education through training of 15 volunteers from the identified partner organizations in facilitation/training skills in relevant issues (non-violent action, peace building, advocacy, youth mobilization and community development) (d) Promote local and regional networking of youth NGOs, through regional conferences, exchange of experiences, knowledge and lessons learnt. (e) Disseminate findings and results of the research conducted in the identified communities on youth attitudes towards human rights and tolerance. The project Youth Peace Advocates in Eastern Bosnia and Herzegovina will be implemented in partnership with three youth NGOs: - Youth Organization Odisej Bratunac - Youth Council Vlasenica - Youth Council Srebrenica
OBJECTIVES OF THE PROJECT
The overall objective of the project Youth Peace Advocates in Eastern Bosnia and Herzegovina is to increase stability and peace and promote a culture of human rights amongst youth and the community in general throughout Bosnia and Herzegovina. The specific objective of the project is to stimulate improvements in the socio-economic life and the attitudes and behaviors of the youth of three municipalities in Eastern Bosnia and Herzegovina In seeking to build the capacities of youth organizations and their youth members to deliver peace-building programs and promote greater understanding between members of often competing ethno-national and other socio-cultural groups in the community in a volatile region of post-conflict Bosnia and Herzegovina, this action is of direct relevance to the first specific objective of the EC call for proposals 2008 for Peace-building Partnership Support under the Crisis Preparedness Component: Annual Action Programs 2007-2008 (Instrument for Stability). The action seeks to increase ‘institutional’ capacity of the youth organizations through organizational development consultancy and process facilitation, tailored to the needs of each partner, as well as assistance in developing an effective regional network of peace-oriented youth organizations. ‘Operational’ capacity of the youth organizations will be supported through the training of youth volunteers and key staff in essential peace-building, social mobilization, facilitation and mediation skills. This action is of further relevance to this first objective and embraces a number of areas of priority in that it concentrates on empowering civil society actors whose aims are to address ‘emerging inter-communal tensions’ and conflict more generally in a post-conflict state which remains fragile. The activities that the youth NGOs are planning to carry out under this action fall broadly into two areas: the development of capacity in the community, as well as the practice of ‘informal’ or track three ‘mediation’ – such as promoting anti-violent behavior, undertaking inter-religious education and dialogue and even stimulating discussion of past wartime events (‘Dealing with the Past’) – and ‘conflict sensitive development’ - through the implementation of volunteer community initiatives or the provision of services in the community in cooperation with previously antipathetic groups on the basis of mutual exchange. DESCRIPTION OF THE ACTIVITY RELATED TO THE CALL FOR TRAINER FOR THE TRAINING “DEALING WITH THE PAST – YOUTH AND THE COMMUNITY” The Trainer should in cooperation with the CARE team define the training/workshops program and the material, and conduct the Training “DEALING WIHT THE PAST – YOUTH AND THE COMMUNITY” applying principles of the participatory learning and interactive methods in its realization, with the respect of the general aims and idea of the Project the Youth Peace Advocates in Eastern Bosnia and Herzegovina as well as the group and individual participants profile, cultural and other specifics related. The training should be prepared and delivered for the group of 21 youth, age 16-28 form different gender/social/ethnic/religious background, trained to take active part in the Project realization and the community, and answer on the specifics of the Project aims and goals. The members of the target group are mostly (but a few) trained in basic skills related to peacebuilding, including CT, communication and facilitation skills. Described activity includes: 1. Definition of the Training/workshops program The Trainer should, in cooperation with the CARE Project Manager and the Project team, define the training methodology and the program for the training “DEALING WITH THE PAST – YOUTH AND COMMUNITY” with use of the PLA principles and interactive methods. The Trainer should prepare the Training program in accord with defined Project aims, specific aims of the project activity Awareness Raising Campaign on the topic Facing the Past, the purpose and the long-term aims of the group’s specific education and preparation for active role in the community. The Training program should be realized in six working days (18 - 23 July 2011). The Training program should include detailed daily workshop program focusing on: - Conflict, past and present - individual and social aspects of the war legacies - Individual and collective memories - How to deal with past / different ways for individual and collective process - Dialogue on past - Related skills and issues (dealing with conflict, interactive learning, facilitation, civil society, youth policy, etc.) The term “past” refers on the history of war and conflict happened in BiH in the last decade of the twentieth century, eventually earlier. The Training program should help the participants in better understanding of the issues related to the defined training topics, help the participants in individual process of dealing with the past, provide and improve them with the skills and methodology necessary for animation and leading the dialogue/process on the community level. The Training program should include the basic issues on identity, values and perception, self awareness and the team building. Also it should give the participants opportunity for development and practice the skills for conflict transformation and facilitation. 2. Preparation of the Training/workshop material The Trainer should design and prepare appropriate training material that will be used during the Training realization, supporting ongoing educational program and the long-term Project activities. The material should consist of different articles related to the defined Training topic, the Project and its aims. 3. Conduction of the Training/workshops program The Trainer should deliver defined Training program through use of specified principles, methods and skills, respecting specifics of the Project, the group and individual participants, as well as their background, keeping flexibility and open for eventual/necessary corrections of the program realization, taken in consultation with the CARE responsible person and the team. The “Trainer” could work/apply individually or with the own team (two persons or more). 4. Evaluation and reporting of the activity performed Upon the Training realization the Trainer should submit the Report with qualitative evaluation of the activity including observation of the group dynamic, and recommendation following. Expected results: Improved understanding about the past and its legacies on individual and social life, initiated individual process of facing the past, improved knowledge and skills for facilitation of the dialogue and the process of facing the past on community level. The trained activists should be empowered/skilled to take active role to animate/lead the community dialogue on the dealing with the past, and perform planned campaign on the topic Facing the Past.
The Trainer should prepare and conduct the activity through consultations and in close cooperation with the Project Manager and the CARE team. He/she will be provided with necessary information regarding the group, place and the other specifics related to the activity, as well as with the workshop supplies, equipment and technical assistance. The Trainer is required to design the Training methodology, Training/workshops’ program and the material, conduct the workshops, and make the evaluation and the report of the activity realization and observation, with recommendation related. The Training time will take up to five days, 16/21 April 2011. The Activity realization should be made in accordance with the described task and will be agreed with the Trainer through the Contract. |
